I アセアン各国における本事業に係る調整概要
1 事業概要
Prevention of NLS pollution project in ASEAN
1 Background
 There are many chemical tankers that are loading the noxious liquid substance (Hereafter, it is said "NLS") in ASEAN region.
 So there are many possibilities that accidents of chemical tankers will occur.
 Moreover, the OPRC-HNS (hazardous noxious substance, included NLS) protocol adopted at IMO in March 2000 is expected to enforce at latest in June 2007.
 
2 Purpose
 Purpose of our project is to support each ASEAN country for enhancement and strengthening the system of prevention of marine pollution.
 And we hope we will contribute to establish cooperation system of ASEAN countries through this project.
 
3 Content of project
(1) Training in Maritime Disaster Prevention Center
 The trainees of Cambodia, Myanmar and Vietnam will be invited to Japan. The trainees will be educated about the basic knowledge of NLS and method of handling NLS.
 (In ODA scheme, the trainees of Indonesia, Thailand, Philippine and Malaysia are invited to Japan.)
 
(2) Prevention of marine pollution seminar in Malaysia
 Two attendees will be invited to Malaysia from ASEAN countries (except for Laos).
 We will hold seminar, exchange information and opinion.
 
4 Schedule
(1) The training in Maritime Disaster Prevention Center on 6th - 10th November 2006.
 
(2) Prevention of marine pollution seminar in Malaysia on 16th November 2006 (it will be held with OSPAR meeting).
 OSPAR meeting will be held on 14th & 15th November 2006.

2 研修概要
Training Course on Prevention of NLS (Noxious Liquid Substances) Pollution (draft)

4. Participants: 12 persons
 We will invite 4 persons from each CMV country.
 
5. Nomination of the trainees
 For the training course in November 2006, we would like to invite four trainees in each three countries.
 We hope that you nominate each trainee who fills these items as below.
- The person who will be the On Scene Commander (OSC) or the person who will assist the OSC near future.
- The person who has English skill to understand the training course.
- The person who has certain knowledge and/or experience on oil spill.
- The person who is highly motivated to learn the knowledge.
