Water ballast management
Organisms in ballast water may be toxic and potentially harmful when released into an ecosystem different from their own. At present the only means to prevent spread of harmful organisms is ballast water exchange at sea (dangerous)
Diplomatic Conference to adopt a new Convention on the management and control of ballast water in 2003
Proposed Convention based on two-tier approach:
-Tier 1: |
requirements applicable to all ships (Ballast water and sediments
management plan; Ballast water record book; management procedures to a certain
standard) |
-Tier 2: |
special requirements which may apply in certain areas |

new Part B to SOLAS Chapter XI entitled “Measures to enhance maritime security”; |

New requirements will address security of the ship and its crew and port personnel and facilities as well |
