PROJECT OVER VIEW:
Based on World Bank Phase II (PIP) and the year 2002 as the time target, several strategies were formulated.
The 2nd Phase National Leprosy Eradication Programme was launched in the State of Madhya Pradesh by following the strategies formulated towards Elimination of Leprosy by 2003 as a Public Health Problem.
 
ILEP STATEMENT:
 
The Memorandum of Understanding (MoU) was signed in May 2001 by the Government of India, Government of Madhya Pradesh and ILEP (TLM, LEPRA, AIFO).
ILEP Partners operating in the state of Madhya Pradesh will support the NLEP activities. The major support being the District Technical Support Teams(DTST)
 
General Objectives:
 
To Provide Technical and logistic support in the National Leprosy Eradication Programme in Madhya Pradesh as an attempt to enhance the process of elimination achievement by 2003.
 
Main components of strategy :
Gradual Integration process.
Different methods of case finding.
Strengthen SAPEL.
IEC Activities.
NGO Involvement.
Monitoring and Evaluation services.
 
ILEP PARTNERS IN MADHYA PRADESH.
 
THE LEPROSY MISSION.
LEPRA INDIA.
AIFO - INDIA.
 
MODUS OPERANDI:
 
The ILEP Coordinator for Madhya Pradesh will coordinate the activities of District technical support Teams.
 
○ District technical support Teams: (DTST).
○ TOTAL 4 Zones.
○ 2 Zones Lepra India.
○ 1 Zone The Leprosy Mission.
○ 1 Zone AIFO.
 
The National Guidelines for the District Technical Support Teams are followed.
 
MAIN ISSUES:
 
1. General health System (district level)-DTSTs Support to the Integration Process(GHS).
2. Support the State Government at District level in the following areas:
・ Case finding activities
・ SAPEL
・ IEC Activities
・ Involvement of Local NGO's.
・ Concentration on Uncovered areas.
・ Monitoring and evaluation.
・ Management of Information System.
・ Any Special activities
・ LEM exercises, Cleaning of Records/Registers and others as required.
 
Role of ILEP State Coordinator:
 
The ILEP State Coordinator will keep in touch with the State Leprosy Officer, State WHO Coordinator, General Health Care System and the ILEP Agencies.
 
There is a coordinated Action between the Government of India, State Government of Madhya Pradesh, WHO. ILEP partners, other NGO'S (DANLEP), and the Local Systems/NGO'S.
 
Activities:
 
1. Information - Education - Communication.
2. Prevention of Disability.
3. Case Detection
4. Man Power Development.
5. Technical Support whenever needed.
- Support to NLEP
- Support to General Health System.
6. Review Meetings: This forms an important component; the progress of the programme is reviewed. Review meetings are conducted at various levels, starting from the Block level to the State.
Indore State Level Review Meeting 7.5.2002: (State/District level, NLEP, GHS, DTSTs, and ILEP Agencies.)
 
The ILEP Agencies have their panel of experts.They periodically review the work of the Support teams and extend their expertise in training, evaluation, monitoring, and any other support required.
 
Recommendations:
 
1. Coordinated, committed activity among all the Partners Involved in the Programme is essential to achieve the Goals and Objectives.
 
2. Utilize the expertise provided by the ILEP PARTNERS.
