1. Using the RDF as the focal point to revitalize the management system of basic health services, guidelines, plans, policies, and procedures for RDFs should be clearly formulated involving various actors at different levels.
2. The competency-based training methodology, problem-solving approach, and participatory method should be utilized to develop the training component of the project plan, and the training of health workers and community organizations from a policy and implementation perspective should be integrated.
3. The provision of basic health services and the management capability of health workers should be improved with training focused on working with communities as active partners rather than simply as recipients.
4. The RDF should be prepared with a detailed calendar of activities mutually agreed upon by both the donor and recipient countries. The process and progress must be closely monitored during its actual implementation, while ensuring proper sequencing.
5. Clear and simple indicators for monitoring the progress and impact of RDFs at the community level should be identified such that they may be easily understood by the local communities, feasible for implementation on a regular basis, and useful for guiding the program on a long-term basis. Such indicators should be prepared in close consultation with beneficiaries like local communities, NGOs, and health workers.
6. While monitoring the impact of RDFs at the community level, consideration should be given to gender, literacy, urban/rural populations, and similar issues in order to avoid bias.
7. When donor and recipient countries jointly formulate the detailed program, RDF monitoring and evaluation plans should be made part of the project proposal. Clear indicators for various components, parties involved, and timc frame should be defined.
8. The projcct proposal should include clear activities requiring the participation of the community in the local planning process during the needs assessment, community mobilization, and program planning stages.
9. In order to strengthen and reinforce the management capacities of the Ministry of Health and community organizations involved in the delivery of health care and management of RDFs, donors should consider a longer term approach to program support.
10. Country-specific policies and guidelines involving the creation of community revolving drug funds should require decentralization of authority to utilize locally generated funds at the local level in accordance with approved guidelines as a prerequisite.
11. The countries concerned are recommended to prepare short-, medium-, and long-term plans so that donors can configure their participation within the framework of these plans.
12. Sustainability measures such as budget provisions, human resource allocation, provision of supplies, community participation, management frameworks, and relevance to local contexts should be built into the project proposal, ensuring adequate commitment on the part of all parties concerned (governments, assisting agencies, and the communities themselves).
