31 Posse Comitatus Act (市民武装隊法)の制限の解釈には多くのニュアンスがある。国内的には、国防部隊は、州知事の通常の管理下にあって、連邦化されてない場合には、法律施行義務果たし得るし、果たしてきた。国際的には、米国国防総省と米国法廷は、この法の制限は米国領域外では適応できないとして、合法的に維持してきた。--しかし、米国国防総省指令5525.5の下で、国防長官または副長官により、特定の例外が承認された場合をのぞき、米国国防総省は米国領域外でさえそのような制限を伝統的に遵守してきている。
