社会貢献者表彰について
About the FESCO Awards
社会貢献者表彰は、社会貢献支援財団の中核的な事業です。内閣府、総務省、外務省、文部科学省、厚生労働省、国土交通省の後援の下、日本財団の助成を受けて行われています。
目的:
社会の各分野において著しい貢献をされながら、功績が広く知られていない方たちを表彰し、その労に報いること、そしてそれによって社会貢献活動の推進と社会の進展とに寄与することです。
歴史:
社会貢献者表彰は、昭和46(1971)年の財団設立以来、毎年行われています。
対象:
平成13年度現在、表彰の対象となる功績は、3つの部門に分かれています。
第一部門<緊急時の功績:日本財団賞>
・海難、水難、交通事故、遭難等に際し、身命の危険を冒して救助・救援につくされた功績
・犯罪等の発生に際し、身命の危険を冒してその解決に協力された功績
第二部門<多年にわたる功労:日本財団賞>
・精神的・肉体的に著しく労苦の多い活動や業務に多年にわたり従事し、他につくされた功績
・著しく危険性の高い活動や業務に多年にわたり従事し、他につくされた功績
・不潔、非衛生等、劣悪な状況・環境に耐え、多年にわたり他につくされた功績
・その他、困難な状況の中で多年にわたり努力し、社会と人間の安寧・幸福のためにつくされた功績
第三部門<特定分野の功績>
・海の安全確保、環境保護、汚染防止等につくされた功績(日本財団賞/海の貢献賞)
・日本(人)が関係する事柄で、社会と人々の安寧と幸福のためにつくされた外国籍の方の功績(日本財団賞/国際協力賞)
・大勢の子供を抱えて、必死に苦労しながらも明るく生きてこられた方の功績(日本財団賞/ハッピーファミリー賞)
・自ら積極的に社会や他人のためにつくしている若者の功績(日本財団賞/21世紀若者賞)
候補者資格:
社会貢献によって顕著な功績を上げながら、社会的に報われる機会の少ない方。年齢・職業・性別・信条・居住地域などの制限はありません。また、受賞者でなければ何回でも候補者となることができます。ただし、候補となった功績と同一または同種の功績により、既に国の栄典(叙勲、褒賞)または大臣表彰を受賞されている方は、後順位となります。
選考:
学識経験者で構成される表彰選考委員会が、寄せられた推薦の功績内容を審査のうえ受賞者を選考します。選考委員会の選考結果は財団の理事会により承認され、約30名の受賞者が決定します。選考の過程は公表されません。
表彰:
表彰は年1回行われます。表彰対象者には、副賞として日本財団賞(賞金100万円、ただし21世紀若者賞は20万円)、および記念品が贈られます。またその功績をまとめた記録集(本冊子)が作成され、全国の都道府県立図書館等に送られます。
The main activity of Foundation for Encouragement of Social Contribution (FESCO) is to publicize and make known the good works of those who have contributed to society. This is done to award them for their pains and efforts and largely unrecognized contributions to society, as well as to promote community service movements and the development of society as a whole.
Fields awarded now include emergency life saving, promotion of social welfare, education of young people, development of local societies, transportation and traffic safety, international cooperation, protection of the environment and conservation of the safety of the sea, etc.
The FESCO Awards are given every year. Candidates are widely nominated from the general pubulic. There are no limitations or conditions regarding age, job, sex, creed, residence, etc., for selection of candidates.
The persons of learning and experience serving on the Award Screening Committee select awardees after examining the services and contributions made by nominated candidates . The final 30 award recipients are determined after the Board of Directors of the Foundation approves the report of the Screening Committee.
The award ceremony is held under the auspices of the Ministry of Foreign Affairs, with co-support from the Cabinet Office, the Ministry of Public Management, Home Affairs, Posts and Telecommunications, the Ministry of Education, Science, Sports and Culture, the Ministry of Health, Labour and Welfare, and the Ministry of Land, Infrastructure and Transport.
Awardees are given one million yen as The Nippon Foundation Prize, 200 thousand yen in the case of the Youth of the 21st Century Prize, together with some token for the memory of the honor. Also, a book summarizing their achievements is prepared and distributed to libraries, etc., of all prefectures of Japan.
