「観光の世紀をめざして:平和・持続的発展・技術」の標語の下に、第14回世界観光機関(WTO)総会が、本年秋(日本においては9月28〜10月1日)に大阪国際会議場で開催され、成功裡に幕を閉じました。

　さて、大阪総会ではミレニアム観光サミットが開催され、「大阪ミレニアム宣言」が取りまとめられましたが、その大きな柱の一つである「持続的発展」については、「観光まちづくり」のテーマで、当(財)アジア太平洋観光交流センター(APTEC)がWTOとの連携の下、国土交通省及び日本財団の支援の下に、東京大学西村教授を中心としたご指導により、従来から調査研究事業を行ってまいりました。

　当財団では、総会に先立って、その研究成果をご報告するため、WTO大阪総会協賛事業として「観光まちづくり」セミナーを実施しました。

　1日目には、基調講演、国内外からの観光まちづくりの成功事例についての講演及びパネルディスカッション等、また、2日目には近江八幡市の全面的なご協力により水郷めぐりや歴史的建築物等を利用した独特のまちづくりの研究(スタディツアー)を行いました。

　この度、「観光まちづくり」セミナーにおいて行われました各講師の方々の貴重な講演及びパネルディスカッションの内容を「実施報告書」としてとりまとめました。

　「観光まちづくり」に関心をお持ちの皆様の日ごろの業務に、大いにご活用いただければ幸いです。

　

　The 14th General Assembly of the World Tourism Organization(WTO) were held in autumn (September 28 to October 1, 2001 in Japan) at the Osaka International Convention Center under the slogan of "Into New Tourism : Peace, Sustainability and Technology" The General Assembly closed in a success,

　The Global Millennium Conference was held at the Osaka General Assembly, and concluded with the Osaka Millennium Declaration. With regard to "Sustainable development", which is one of the main pillars of the Declaration, Asia-Pacific Tourism Exchange Center(APTEC) has been promoting, with the cooperation of the WTO, a study project on the theme of "Tourism-based community development", under the lead of Professor Nishimura of the University of Tokyo, with the support of the Japan Foundation and the Ministry of Land, Infrastructure and Transport.

Preceding the General Assembly, APTEC held Seminar on Tourism-based Community Development, as a WTO General Assembly supporting project, to report on our study findings.

　On the first day, keynote speeches, successful examples of tourism-based community development in Japan and abroad, and panel discussions were provided in the seminar. On the second day, a study tour to Omi Hachiman was held to look around the waterside district and examine their unique community development project centering on historic buildings. The study tour was made possible with the full support of Omi Hachiman City.

　This time, Seminar Report was created to cover valuable lectures and panel discussions provided in the Seminar on Tourism-based Community Development.

　I hope all participants interested in "Tourism-based community development" will make full use of this Report in their daily operations.
