INTRODUCING THE MOST RECENTLY ENDOWED SYLFF UNIVERSITY
 The 62nd SYLFF endowment was presented to Waseda University in March 2001. Established in 1882, the university is an independent, comprehensive institution comprised of 9 undergraduate and 12 graduate schools and 22 research institutes located on five campuses in Tokyo and Saitama Prefecture, Japan.  The Waseda University Young Leaders Fellowship Program focuses on humanitarian, environmental, informational, and cross-cultural topics in the Asia-Pacific region. Fellowships will be awarded to master's- and doctoral-degree students who are enrolled in social science or humanities programs and whose research relates to the focus of the SYLFF Program.
 To commemorate the endowment, a special gathering was held on May 15, 2001, at the university's International Conference Center. It attracted an audience of 300, including students, faculty members, and administrators. Mr. Yohei Sasakawa, president of The Nippon Foundation, welcomed the university to the SYLFF network. He was then presented with a special certificate of appreciation by Professor Takayasu Okushima, president of Waseda University. A commemorative lecture−"International Relations in the Asia-Pacific Region: Current Status and Future Prospects"−by Takakazu Kuriyama, professor of international relations at Waseda University School of Law and former ambassador to the United States, followed.
 Waseda University is the second Japanese institution to join the SYLFF network. The first was Keio University's Graduate School of Media and Governance, which received its SYLFF endowment in March 2000. A CALL FOR "DIALOG" TOPICS AND CONTRIBUTORS
 The next edition of The SYLEF Newsletter will include a "Dialog" section devoted to topics of prime concern to members of the SYLEF community, including SYLFE fellows and faculty members and administrators at SYLEF institutions.
 
 The first "Dialog" topic will focus on leadership, the raison d'etre of the SYLFF Program. if you are interested in submitting an article of up to 1 ,000 words on leadership, please contact the Scholarship Division not later than November 30, 2001, by e-mail (scholarship@tkfd.or.jp) or facsimile (+81 -3-6229-5507) and provide the following information:
1. Your name and current occupation
2. Name of the SYLFF institution with which you were/are affiliated, and in what capacity (e.g., SYLFF fellow, SYLFF steering committee member, faculty member, administrator, or staff member)
3. A one-paragraph summary of the proposed article, ending with a question that will serve as the topic for the "Dialog" section of the next newsletter.

ANNOUNCEMENT
 The Scholarship Division will introduce a new Website for fellows and administrators in fiscal year 2002, which begins on April 1, 2002. This special Website will be linked to The Tokyo Foundation Website (http://www.tkfd.or.jp) and will focus on the SYLFF Program.
 The new Website will introduce all of the 62 endowed institutions and consortia and their programs, and will include announcements of follow-up programs and other activities. It will also provide access to our new database and will allow fellows to update their contact information and administrators to update Steering Committee members' lists and to report on newly selected fellows. We are also incorporating into the database updated information that we collected from fellows via the SYLFF Fellows Survey.
 We sent survey forms to all fellows early this year. Thus far we have received more than 600 replies. We extend our sincere thanks to the fellows who have responded. If you have not received the survey, please return the enclosed biographical-data form via facsimile or airmail. This is a new form. If you still have the old form, please discard it. From now on, use this new form. Please make copies of it and return a completed one as necessary to keep us informed of any change of your address or other relevant information.
 Also, please visit our current website (http://www.tkfd.or.jp) from time to time for updates regarding existing and new programs and activities.
 In mid-July, The Tokyo Foundation moved to the newly refurbished building whose address is set forth below. Please feel free to visit us at our new premises. Our doors are always open to you.

EDITORIAL NOTE
 Endowments or permanent funds help to ensure sustainable educational development. In the case of the SYLFF Program, endowments to universities and consortia contribute to the sustainable development of human resources and the endowed institution.
 First and foremost, human resource development refers to fellowships that are provided to master's- and doctoraldegree students in the social sciences and humanities from the earnings of the respective endowments. The recipients of these fellowships―who now number approximately 7,500―go on to actively help to foster the development of other people in their respective workplaces and communities.
 Second, but no less important, endowments can contribute to the sustainable development of the endowed institutions, in particular to universities that have little or no experience in creating revenue sources, that are independent of government funding, and that in fundraising can use the endowment as leverage to attract other monetary and/or in-kind contributions.
 The SYLFF Program also provides access to an evenwider range of opportunities through its follow-up activities and growing network of individuals―fellows, faculty members, and administrators―and institutions. However, unless individuals and institutions act upon their good intentions, these opportunities will remain only as possibilities. So, instead of just throwing a pebble into a pond, so to speak, and watching the ripples that result, be a pebble. Jump into the pond and make ripples.
