It is a pleasure to welcome you to TECHNO-OCEAN 2000 International Symposium, which is the 8th in the series and the last one convened during this century.
During this century, particularly during its final Quarter, the art and science of oceanography has made a phenomenal growth. We now recognize that the ocean exerts much more influence on the global environment than hitherto understood and could provide us with much more resources than ever expected. This growth has been made possible, at least in part, through international cooperation with science and technology supporting and supplementing each other.
This symposium is intended to provide a forum for the entire community of ocean-related professionals including not only scientists and engineers but also planners and managers as well as educators and administrators.
This year's technical program, consisting of two keynote speeches and 177 papers, with 7 special sessions, reflects the depth and width of oceanic research at the juncture of the two centuries and addresses topics and issues of contemporary significance.
May I wish that you take this opportunity to get acquainted and exchange ideas with fellow professionals of disciplines different from yours and enjoy the beautiful city of Kobe?

御挨拶
今回で第8回を迎えるテクノ・オーシャン国際シンポジウムですが、20世紀も後2ヶ月足らずという時季に開催されるというタイミングに合わせて、会のテーマを選定させていただきました。
20世紀の後半、海洋の科学技術は予想をはるかに超える成果をおさめ、人類の海洋に対する期待を飛躍的に高めることに成功しましたが、これには国際協力によるプロジェクト展開及び科学と技術の垣根を越えた協力が大いに役立っていると評価しております。
テクノ・オーシャンは海洋に関わる広い分野の関係者が神戸の会議場・展示場を中心にして交流する機会を提供することに大きな存在意義があると考えております。
今回は2つの基調講演、177論文の発表、7つのスペシャルセッションという構成にいたしましたが、上記の趣旨に鑑み、御参加各位の幅広い交流の機会として御活用いただけることを願ってやみません。
