SUMMARY

Executive summary: This document reports on contributions to captioned matter submitted to Germany as focal point for collecting relevant information

1 In DE 42, Germany volunteered to act as focal point for the collection of information in support of the development of Guidelines for on-board NOx monitoring and recording devices, and submit the collated information to DE 43 for further consideration. In DE 43, the Sub-Committee agreed the proposal to prolong the deadline for submission of any additional contributions until 1 October, 2000. Germany continued acting as focal point as stated in document DE 43/18 section 10.10.

 

2 First contributions to the topic have been documents DE 42/10/1 submitted by Euromot and DE42/10/2 submitted by Japan. These documents together with items given in document DE 42/15, section 10.13, shall be the basis for ongoing activities in this respect. Additional information was submitted by Japan dealing with one certain NOx analyzer (technical data). This document was taken to the files so that interested parties can be informed at any time. The Sub-Committee noted the presentation of this instrument during DE 43.

 

3 The Maritime and Coastguard Agency (mca), United Kingdom, has forwarded their report on Exhaust Gas Monitoring, evaluating equipment with regard to suitability for use onboard ship.

 

4 Japan has submitted texts as follows:

i. Draft text of new paragraph 6.4 "Direct measurement and monitoring method" of the NOx Technical Code; and

ii. Draft text of Guidelines for on-board NOx monitoring and recording devices.

These texts are appended to this document as Annex 2.

 

5 Further contribution on subject matter is document DE 44/INF.5 submitted by the United States providing excerpts from the United States of America's Code of Federal Regulations concerning NOx monitoring devices for stationary sources.

 

6 A summary of the main items to be considered as well as a list of all contributions submitted are given in Annex 1 to this document.

 

Action requested of the Sub-Committee

 

7 The Sub-Committee is invited to note the information forwarded and take action as appropriate. Referring to Circular letter no. 2230 dated 6 June, 2000, it is recommended to establish a drafting group during the forty-fourth session to start developing guidelines on captioned matter.
