1.10 All ships of 50,000 gross tonnage and upwards shall, in addition to meeting the requirements of paragraph 1.9, have:

.1 a rate of turn indicator, or other means, to determine and display the rate of turn; and

.2 speed and distance measuring device, or other means, to indicate speed and distance over the ground in the forward and athwartships direction.

2 The navigational equipment and systems referred to in this regulation shall be so installed, tested and maintained as to minimize malfunction.

3 Navigational equipment and systems offering alternative modes of operation shall indicate the actual mode of use.

[3bis Automated propulsion systems controlled by computer programs shall be designed and operated in a manner which ensures that threshold warnings of impending or imminent shutdown are given to the officer in charge of the navigational watch in time to assess navigational circumstances in an emergency and make use of the remaining propulsion power to maneuver the ship away from a risk of collision, grounding or other danger. In particular, computer programs for main engine operation and throttle control shall monitor, report, and alert, but shall not take action to slow down or stop engine or throttle functions without first providing the officer in charge of the navigational watch an opportunity to intervene.]*

4 Integrated bridge systems ** shall be so arranged that failure of one sub-system is brought to immediate attention of the officer in charge of the navigational watch by audible and visual alarms, and does not cause failure to any other sub-system. In case of failure in an integrated navigational system,*** it shall be possible to operate each individual item of equipment or part of the system separately.

Use of heading and/or track control systems

1 In areas of high traffic density, in conditions of restricted visibility and in all other hazardous navigational situations where heading and/or track control systems are in use it shall be possible to establish manual control of the ship's steering immediately.

2 In circumstances as above, the officer in charge of the navigational watch shall have available without delay the services of a qualified helmsperson who shall be ready at all times to take over steering control.

3 The change-over from automatic to manual steering and vice versa shall be made by or under the supervision of a responsible officer.
