Section 2. Offer for Commencement of Inquiry
(Written Offer for Commencement of Inquiry)
Article 26. An offer for the commencement of inquiry shall be made by submitting a written offer to the Marine Accidents Inquiry Agency.
2. The written offer for the commencement of inquiry shall contain with the name of the case, outline of the fact, the name of Examinee and kinds of his occupation at the time, as well as the kind of licence he hold.

Article 27. A Commissioner shall, when he deems it necessary to request the judgement for recommendation under Article 4, paragraph 3, of the Law, designate a person as a Designated Person Concerned in a Marine Accident and describe his name and occupation in the written offer for the commencement of inquiry.
(Request for a Simple Inquiry)
Article 28. A Commissioner shall, when he deems it proper to inquire a case into a simple inquiry, request it by describing to that effect in the written offer for the commencement of inquiry.
(Request for Participation of Commissioned Judges)
Article 29. A Commissioner shall, when he deems it necessary that Commissioned Judges shall participate in the inquiry of the case, describe it to that effect in the written offer for the commencement of inquiry.

Article 30. A Commissioner shall, when he makes an offer for the commencement of inquiry, notify the fact immediately to the Examinees and Designated Persons Concerned in a Marine Accident by a writing in which the following matters are described except in the case of the request for a simple inquiry.
(1) Name of the Marine Accidents Inquiry Agency to which an offer for the commencement of inquiry is made.
(2) Name of the case and outline of the fact;
(3) Name of Examinees, and the kinds of his occupation at the time as well as the kinds of licence he hold.
