Promoting efficient and effective port facilities

Japanese economic activities are highly dependent on foreign trade, and 98% of import / export cargo in terms of weight is transported via ports. Improving port facilities will thus have a significant impact on Japanese economy. However, pressure is great for more efficient and effective development due to the heavy burden on the fiscal budget from growing development costs and the drop in marginal efficiency to be achieved through development. The goal is to define investment priorities, analyze costs against the effects, promote measures to reduce construction costs, coordinate with other policies / projects, and effectively utilize existing infrastructures. A review of design methods and use of recycled materials are expected to cut construction costs by approximately 2.3%. Also, examples of effective utilization of existing infrastructures can be seen in the deep-water development of existing ports / harbors, improvement of terminal facilities, conversion of unused land to public use, and use of existing calm waters as boat parks.

 

Defining priorities in port investment

Amidst fiscal constraints on port investment, the government has proposed a policy of defining priorities in development projects, facility allocation, and investment to ensure efficient and effective development. Top priority is given to the development of container terminals for maintaining international competitiveness, followed by the development of marine waste processing facilities as a response to the waste problem. In facility allocations, more funds are directed to the gate-way ports and the subsidiary gate-way ports to boost efficiency in transporting international seaway containers (to minimize total national transportation costs), and domestic freight ports compatible with inter-modal transport to cut domestic transportation costs. Funds are allocated to projects with high levels of urgency or beneficial effects to achieve investment returns as quickly as possible.
