In such case, if all the functions under the authority of an executive organ of a town or village within the clerical union are transferred to the clerical union, such executive organ shall cease to exist at the time of the establishment of the clerical union.

Article 285.

Cities, towns, villages and special wards may establish a partial union for the purpose of managing jointly the related affairs of such cities, towns, villages and special wards, even if such affairs are not identical.

 

(Recommendation to Establish a Union)

 

Article 285-2.

The governor of a To, Do, Fu or Ken may, if it is in the public interest, recommend that related cities, towns, villages and special wards establish a partial or a wide-area union.

When the governor of a To, Do, Fu or Ken has given approval under paragraph 3 of Article 284, he or she shall immediately make public announcement of the same and shall inform the Minister of Home Affairs. When the governor of a To, Do, Fu or Ken has recommended the establishment of a wide-area union in accordance with the preceding paragraph, he or she shall inform the Minister of Home Affairs immediately.

When the Minister of Home Affairs has given approval under paragraph 3 of Article 284, he or she shall immediately make public announcement of the same and shall inform the chief executives of the national administrative agencies concerned. When the Minister of Home Affairs has been informed in accordance with the preceding paragraph, he or she shall immediately inform the chief executives of the national administrative agencies concerned of the same.

 

Section II. Partial Union

 

(Change in membership, affairs or agreement)

 

Article 286.

In the event that a partial union intends to change its membership or the affair managed jointly, or to amend its agreement, it shall determine said change by mutual agreement between its member bodies, and obtain the approval of the Minister of Home Affairs (if it comprises To, Do, Fu or Ken), or of the governor of To, Do, Fu or Ken (if not), except in case that it intends to change any of the matters concerning item 1,4 or 7 of paragraph 1 of the following article only.
