3. Suspension of attendance for a fixed period of time;

Any motion for disciplinary punishment shall be initiated by one-eighth or more of the total members to be placed on the agenda of the assembly.

The expulsion prescribed above shall require the consent of three quarters or more of the members present, provided that two-thirds or more of the total members shall be present.

 

(Re-election of Expelled Member)

 

Article 136.

The assembly may not reject an expelled member if he/she is elected again.

 

(Punishment of Absentee)

 

Article 137.

The president may, by a resolution of the assembly, impose a disciplinary punishment upon any member who, without due reasons, fails to be present despite the writ of call issued by the president for his/her non-compliance with the convocation or his/her absence from the meeting without due reasons.

 

Section XI Executive Office of the Assembly and its Chief, Chief Clerk, Clerk and Other Employees

 

(Executive Office, etc.)

 

Article 138.

There shall be established an executive office in each assembly of To, Do, Fu or Ken.

 

2.

There may be established an executive office in the assembly of a city, town or village, according to bylaw.

 

3.

An executive office shall have clerks and other employees as well as a chief.

 

4.

The assembly of a city, town or village which has no executive office shall have a chief clerk and clerks and other employees. A town or village may dispense with a chief clerk.

 

5.

The chief of the executive office, chief clerk, clerk and other employees shall be appointed by the president of the assembly.

 

6.

The number of the chief of the executive office, chief clerk, clerk and other employees shall be determined by bylaw, except for temporary employees.

 

7.

The chief of the executive office and the chief clerk shall manage the affairs of the assembly under the direction of the president.

 

8.

Clerks and other employees shall be engaged in the affairs of the assembly under the direction of their superiors.
