The Minister of Home Affairs shall immediately, upon receipt of the report made under the preceding paragraph or the notification made under paragraph 10, announce to the public and inform the chiefs of the national government agencies concerned to that effect.

When the public announcement is made pursuant to the preceding paragraph, necessary actions shall be deemed to have been taken upon the boundary of the cities, towns or villages, as required under paragraphs 1 or 3 and 6 of Article 7. They shall come into force from the time of the public announcement.

The city, town or village party concerned, if not satisfied with the adjudication given by the governor of To, Do, Fu or Ken in accordance with paragraph 2, may file a suit with the court within thirty days from the date of receipt of such adjudication.

 

9.

Any city, town or village party to a boundary dispute may file a suit with the court for its delimitation, if notified by the governor of To, Do, Fu or Ken that the dispute in question is not suitable for the arbitration under paragraph 1 or the adjudication under paragraph 2. Such city, town or village may also file a suit, if, within ninety days after the request is made under paragraph 1 or 2, no reference is made to the arbitration under paragraph 1, or no settlement is reached from such arbitration, or no adjudication is given.

When the judgement on the suit filed in accordance with the preceding paragraph becomes final, the court shall notify to the Minister of Home Affairs and the governors of To, Do, Fu or Ken to that effect with a copy of judgement attached.

 

11.

The preceding ten paragraphs shall apply mutatis mutandis to a dispute over the alteration of the boundary between cities, towns and villages, pursuant to the provisions of cabinet order.

 

(Fixing the Boundary)

 

Article 9-2.

In case the boundary between cities, towns or villages is not clearly marked, the governor of To, Do, Fu or Ken may, upon hearing the opinions of the cities, towns or villages concerned, fix the same, provided that the boundary itself is not disputed.

 

2.

The decision under the preceding paragraph shall be given in writing to the cities, towns or villages concerned together with the statement of the reasons attached thereto.
