The request or mutual agreement in paragraphs 1,3 and 4 shall be made upon approval of the assemblies of the local public bodies concerned.

When the Minister of Home Affairs has received the request under paragraph 1 or taken the action as provided for in paragraph 3, he/she shall immediately announce to the public and inform the chiefs of national government agencies concerned to that effect.

The actions under paragraphs 1 and 3 shall come into force by the announcement as prescribed in the preceding paragraph.
(Incorporation of Unincorporated Area)
Article 7-2.
The Cabinet may, if necessary, incorporate into an exiting To, Do, Fu or Ken, or city, town or village any area that belongs to no local public body, unless otherwise provided for by law. In this case, the Cabinet shall in advance ask the opinion of such To, Do, Fu or Ken, or city, town or village as may be affected by such an action.

Such To, Do, Fu or Ken, or city, town or village shall give its opinion, as determined by its assembly.

When the action is taken under paragraph 1, the Minister of Home Affairs shall immediately announce to the public thereupon. The provisions of paragraph 7 of the preceding article shall apply mutatis mutandis.
(Conditions of City and Town, Reorganization)
Article 8.
A city shall have satisfied the following conditions:
1. That it contains a population of 50,000 or more;
2. That 60 per cent or more of the total houses are located in its urban area;
3. That 60 per cent or more of the total population is represented by the persons engaged in commercial, industrial or other urban activities and their dependents;and
4. That it has urban establishments and satisfies other requirements stipulated by bylaw of To, Do, Fu or Ken.

A town shall have satisfied the conditions prescribed in bylaw of To, Do, Fu or Ken.
3.
The provisions of paragraphs 1,2 and 5 through 7 of Article 7 shall apply mutatis mutandis to the reorganization of a town or village into a city or vice versa; the provisions of paragraphs 1 and 5 through 7 shall apply mutatis mutandis to the reorganization of a village into a town or vice versa.
