Executive summary:

This document contains outcome of the research, carried out by Japan for the purpose of early entry into force of Annex VI of MARPOL, on engines which comply with the NOx requirements under Annex VI of MARPOL.

1 Introduction

 

1.1 In September 1997, "the Protocol of 1997 to amend the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto" was adopted to introduce new Annex VI. Annex VI stipulates that the operation of each diesel engine with a power output of more than 130kW is prohibited, except when NOx emission from the engine is within the limits. Annex VI also stipulates that the NOx requirements will apply to each diesel engine with a power output of more than 130kW, which is installed on a ship constructed on or after 1 January 2000, or which undergoes a major conversion on or after 1 January 2000, in case the 1997 Protocol enters into force.

 

1.2 Japan has carried out research on whether domestic engines comply with the NOx requirements or not, because Japan considers that one of the key issues is having enough supply of engines which comply with the NOx requirements.
