Introduction

1 This document is submitted in accordance with the provisions ofparagraph 46.4 of the Guidelines on the organization and method of work of the MSC and the MEPC and their subsidialy bodies (MSC/Circ.931/MEPC/Circ.366).

Background

2 The increasing number of container-ships with partially weatherproof hatchway covers are presently engaged in the sea transportation. For instance the document submitted by France (MSC67/19/9) shows that such covers are in fact only partially weatherproofed, since they are weatherproofed at the sides and ends of the hatchways on which they are fitted, but there are small gaps between the side and central covers.

The DSC Sub-Committee is invited to consider the issue of the transport of dangerous goods regarding cargo holds with partially weatherproof hatchway covers on board container-ships as discussed by the 42nd session of the SLF Sub-Committee (SLF42/18paragraph13.4).

In documents, MSC67/19/9and SLF42/INF.7,it is specified that such cargo holds, which are intended for the transport of containers packed with dangerous goods, should be treated in the same way as open-top holds, in accordance with the provisions of MSC/Circ.608/Rev.1.
