GUIDELINES UNDER MARPOL ANNEX VI ON PREVENTION OF AIR POLLUTION FROM SHIPS
Guidelines for on-board NOx monitoring and recording devices

SUMMARY
Executive summary: Euromot, in co-operation with the Japanese Marine Equipment Association (JSMEA), suggests to concentrate first on the definition of the requirements and its consequences for the monitoring devices before going into detailed technical descriptions of measurement and recording procedures or devices. It is further suggested that the Committee covers the topics defined as priority issues, as given below, by setting up a drafting group comprising engine manufacturers, measurement instrument specialists and ship operators.

1 Regulatory background
The IMO Technical Code on Control of Emissions of Nitrogen Oxides from Marine Diesel Engines (MARPOL 73/78, Annex VI, regulation I/2(5)) permits (paragraphs 2.3.4, 2.3.7) a NOx monitoring and recording device as an on-board verification procedure. It is clearly stated that it is the shipowner only who has the option to decide whether a NOx monitoring according to paragraph 2.4.5 of the NOx Technical Code should be used or not.
Where an additional substance is introduced for the purpose of achieving NOx compliance, a means of monitoring the consumption of such substances may be provided. Such substances are ammonia, urea, steam, water, fuel additives, etc.
The approval of a monitoring device will be based on Guidelines to be developed by IMO. Specifically, DE 42 has been charged with the task to draft those guidelines. It is requested in paragraph 2.4.5 of the NOx Technical Code that the guidelines shall include, but are not limited to, the following items:
