(3) Rules of supervision

・There is a limit to the number of employees a boss can supervise effectively.

・Within the above limits, a boss must supervise the maximum number of employees possible. Several factors may be taken into account in deciding these numbers such as the type, difficulty, standard, and location of work.

(The problem in 1(7) may be solved if these rules are adhered to.)

 

(4) Authority and responsibility

・The duty of each employee and their authority to perform this duty must be clearly defined.

・The scope and degree of authority granted to each employee should be balanced with the level of responsibility given to them.

(The problems in 1(8)〜(10) may be solved if these rules are adhere to.)

 

The rules outlined above are not applicable to every situation and should not be considered a universal remedy to every problem that might arise. The environment surrounding an organization and the functions of the organization itself are constantly undergoing change. Employees cannot be expected to demonstrate their abilities to the full extent at all times like robots. Supervisors are required to take these changing circumstances and the aptitude of the employees themselves into consideration when deciding upon the most effective administration methods possible for the organization. When they apply the rules of organization to real situations, they need not stick to every detail but should leave room for flexibility instead.
