PREFACE

 

Japan is gradually becoming more and more internationalized. In the last half century, it has experienced greater social and economic development than most other nations. As its status in the international community has grown, Japan is expected to play a more prominent role in global affairs.

In the capacity of this role, Japan has not only provided economic assistance to developing countries but it has also helped to strengthen their human resources by providing knowledge and skills through training programs such as those provided for their government officials in Japan. As Japan becomes more internationalized, expectations for this form of assistance increase. Third world countries and nations in transition to a market economy are the places most eager to learn from Japan's experience in government administration, a key element in social and economic development.

In attempting to improve the government operations of developing countries, it is important to focus on both the public services as a whole and how to develop the abilities of the public officials actually performing these government duties. Special attention must be given to codes of conduct, public relations, ethics awareness and skills development.

In view of the above, we set out to create training material that is specifically geared to government officials from developing countries. Since 1996, we have undertaken extensive research into the policies and practices of government services in eastern European countries and southeast Asian states.

Based on the results of studies undertaken over the last two years, we have now completed a comprehensive training package entitled "How to Win Public Confidence as Government Officials - 100 Sheets for Effective & Efficient Public Administration". This training material aims to provide public employees from developing countries an opportunity to reconsider the efficiency of their government operations and the level of morale and ethics awareness in the workplace.

We would be greatly honored if this material is utilized to assist in the development of human resources in other governments throughout the world.
