4. In order to supplement the \560 billion deficit (based on ordinary account) for FY '98, caused by the fixed rate of national grant for investment in FY '93, temporary loans for public works will be issued, and the repayment of the principal and the interest will be supplemented through the local allocation tax.

 

5. Municipalities' share of the cost of the insurance stabilization programme for the national health insurance scheme, \31 billion, will be supplemented from the local allocation tax \28 billion (amount for municipalities receiving local allocation tax), and adjustment loans, \3 billion (amount for municipalities not receiving local allocation tax).

Prefectural subsidies for the joint project for high medical costs, \40 billion, will be supplemented from the local allocation tax: \36 billion (amount for prefectures receiving local allocation tax), and adjustment loans, \4 billion (amount for prefectures not receiving local allocation tax).

Other necessary financial measures will be taken to help stabilize the management of the national health insurance scheme.

 

6. The necessary regional financial measures will be taken to supplement the transfer to general revenue resources of national grants-in-aid, total \46 billion, which include obligatory expenses for national health insurance and health-project expenses, part of the subsidies for the guidance of small-scale enterprises and organizational guidance subsidies.

 

7. Local bonds will be issued to supplement the deficit due to the special local residents tax cut and the shortage of local financial resources, while at the same time the scale of the issue will be held in check for the sake of sound local public finance. Priority will be given to those projects that aim for the vitalization of autonomous local communities and the development of affluent and comfortable communities. The total amount of the Local Bond Program will be \16,094 billion (ordinary account \11,030 billion, public enterprise account \5,064 billion).

 

8. Public charges and fees will be revised in line with the changing socio-economic situation.

 

9. Priority will be given to the development of local economies, the stabilization of employment, the vitalization of autonomous communities, the construction of local infrastructure, the development of disaster prevention, the development of integrated local welfare, and the vitalization of agricultural and flashing villages. Thus, the following matters will be emphasized in the distribution of financial resources.
