3: Local authorities should make public the state of personnel control and the numerical targets of personnel rationalization plans. Announcements should be positive and easy for residents to understand.

 

(3) Rationalization of salaries

1: Local governments should rationalize salary levels. The causes of high salary levels such as promotion inappropriate to the classification chart, and inappropriate salary standards for freshmen, should be corrected. Local authorities which have inappropriate salary systems or which do not operate the system correctly should take the necessary corrective measures.

2: Local governments which pay inappropriate allowances should rectify the practice.

In the case of special duty allowances in particular, a careful examination of those eligible for the allowance and criteria for payment should be carried out, and instances that do not conform to the aims of the system should be drastically revised, not excluding the possibility of abolition

3: Local authorities which give special salary increases at retirement time in excess of national standards should rectify this.

4: Local authorities should be active in announcing salary levels in ways that residents can understand easily.

 

5 Training and recruitment of staff

 

(1) Promotion of staff training

1: To promote effective staff improvement , a fundamental policy on staff training should be set out, with clear aims and measures.

2: Local authorities should work for all-round personnel training through an effective combination of on-the-job training, formal training in training institutions, and self-improvement, as well as the improvement of personnel management from the point of view of staff training, and the improvement of work-place atmosphere and working processes.

3: In order to reform staff attitudes and to train open-minded staff personnel exchanges with other local authorities or with the private sector should be given positive consideration.

4: Decentralization will create greater demand for staff with policy making abilities, creative abilities, and legal know-how, and staff training should aim to foster these abilities. Local authorities should provide staff with a variety of chances for training, and improve the level and content of the training menu.

5: To provide advanced and specialist training, local authorities should work to make use of the wide-area joint training courses within the prefectures or the wide-area groupings of municipalities, and should also make effective use of national training institutions such as the Local Autonomy College.
