* Urban planning related to urban facilities (eg： The area of parks transferred to municipalities will be raised from the present level of under four hectares to under 10 hectares.)
* Urban planning related to urban development projects (eg： The area of urban redevelopment projects transferred to municipalities will be raised from the present level of under one hectare to under three hectares.)
Note： With regard to the transfer of authority to a city with a population of more than 200,000, it is presupposed that the necessary legal measures will be taken to transfer authority in toto, through designation on the basis of an application from the city in question.
