Appendix 1 Structure of Ministry of Home Affairs
〜which support local autonomy in Japan
The Minister's Secretariat is in charge of the coordination of Ministry policies and the planning of new, cutting-edge policies adapted to the changing times.
・Coordination of Ministry policies
The most fundamental and critical issues such as organization, personnel, budget, public relations and legal screening is dealt by this section, as well as the organization of executive meetings within the ministry. The Minister's Secretariat is in charge of the coordination of Ministry policies.
・Promotion of 'Furusato-zukuri'
In response to new administrative demands, the Minister's Secretariat fills a pivotal role in policy planning and has implemented a number of programs so far, including 'Furusato-zukuri', the revitalization of city centers. welfare policies aimed at the low birthrate and aging society, the preservation of local environment and national land, and arts and sports programs. Through these various policies, the Ministry supports the projects of local authorities.
・Coordination and promotion of community development
Aiming for balanced regional development, the Minister's Secretariat gathers and analyzes data on land problems, regional development and public works, and works to tackle the various public issues which are brought to the fore by the shifting social situation.
・International relations at local government level
The Minister's Secretariat support international issues in local government, including the Japan Exchange and Teaching Program (JET) which invites to Japan young people living mainly in English-speaking countries; the joint overseas representative offices in New York, London Paris etc; international technical aid; and the dispatch of staff to UN Peace Keeping Operations (PKO).
・Information development at regional level
To keep pace with the new challenges in information transmission, such as the spread of optical fiber networks, the growing use of the Internet and mobile phones, and the advent of the multi-media society, the Minister's Secretariat gives active support to the regional information projects of local authorities.
