1. Ministry of Home Affairs
The Ministry of Home Affairs is an administrative agency with overall jurisdiction over local administration and finances. In addition to planning, and providing guidance in, the running of various systems related to local government, elections for public office, etc., the Ministry endeavours to ensure smooth contact between the national government and local authorities, and between local governments. It conducts business relating to local finance systems, local taxation, local public officials, etc., as well as business relating to annual local allocation tax, local transfer tax, local bonds, etc. The Fire Defence Agency is an external organ of the Ministry of Home Affairs.
The Ministry has three internal departments: the Minister's Secretariat and Local Administration Bureau, the Local Finance Bureau and the Local Tax Bureau. The Local Administration Bureau contains the Public Service Personnel Department and Election Department. Councils include the Local Finance Council and Central Fixed Asset Assessment Council, and affiliated organizations include the Central Election Management Association and autonomous universities.
2. Third sector
The third sector refers to private organizations, such as stock companies and foundations, in which the government or local authorities are included among the investors. Such organizations are not public corporations or public utilities corporations like business enterprises, nor are they the same as outright private corporations. Hence they are referred to as the third sector.
Third sector enterprises in which the national government has invested include corporations for specific projects such as the Power Resource Development Corporation and the Kansai International Airport Corporation, as well as special corporations resulting from public enterprises being turned into third sector organizations, such as Japan Tobacco Industries or NTT. Third sector enterprises in which local government has invested include regional city development-related organizations and local distribution center-related organizations.
