REVISED RULES OF THE FEDERATION OF WORLD VOLUNTEER FIREFIGHTERS ASSOCIATIONS

 

Article 1 Name
This organization is to be called the Federation of World Volunteer Firefighters Associations and the Secretariat is to be located in the country from which the President of the Federation has been elected.

 

Article 2 Purpose
The purpose of the Federation is to strive for the development of fire service activities in each country through international exchanges among volunteer firefighters' organizations as well as to contribute to the development of international goodwill.

 

Article 3 Operations and Activities
The Federation, with the cooperation of its member associations, shall carry out the following activities to realize the purposes of Article 2.
(i) Promote international exchange among volunteer firefighters' organizations
(ii) Promote exchanges of firefighting technologies and mutual aid programs
(iii) Promote international firefighting assistance in response to major disasters
(iv) Promote exchanges of firefighting information
(v) Other activities necessary to achieve the purposes of the Federation

 

Article 4 Membership
The membership of the Federation shall consist of volunteer firefighters' associations in each country; and the organizations concerned with volunteer fire services which support the services of the Federation.

 

Article 5 Regional Divisions
The Federation shall be divided into the following regions.
(i) America
(ii) Asia & Oceania
(iii) Europe & Africa
Article 6 Executive officers and officials
The Federation shall appoint the following executive officers and officials
(i) President 1
(ii) Chairman (to be elected from among the Board of Directors) 1
(iii) Regional Chairmen (to be elected from among the Regional Directors) 3
(iv) Directors several
(v) Secretary General 1
(vi) Deputy Secretary General 1

 

Article 7 Election of Executive officers
(i) The President Chairman, Regional Chairmen, Directors, and Secretary General shall be elected at General Conference. The officers shall serve for a term of four years, after which they may be reelected.
(ii) The Secretary General may, if necessary, appoint at his discretion a Deputy Secretary General.

 

Article 8 Meetings
Meetings shall be taken as including General Conferences, Regional Meetings, and Board of Director Countries Meetings. The President shall convene General Conferences and Regional Meetings and the Chairman shall convene the Board of Director Countries Meetings.

 

Article 9 Expenditures
Expenditures incurred by the Federation are to be borne by donations, income from business activities, and any other sources of revenue.

 

Article 10 Bylaw for Enforcing the Federation's Rules
Action pertaining to the enforcement of the Federation's rules shall be decided by the President following approval by the Board of Director Countries.

 

Appendix
[A] The rules were set up in 1982 in Tokyo and became effective on December 1, 1982.
[B] These rules were revised in 1990 in Copenhagen, Denmark, and became effective on September 29, 1990.
