Document 8: various events held in fiscal year 1995 to mark "One year after the Great Hanshin-Awaji Earthquake Disaster

(1)How these events were handled hy the local governments

After one year had passed since the Great Hanshin-Awaji Earthquake Disaster, various events were held by local governments in the entire Japan to the area residents and the volunteers such as the lectures on fire fighting or life saving or exhibition of disaster prevention photographs with the purpose of deepening the recognition on volunteer activities and autonomous disaster prevention artivities at the time of disaster and to fulfill and strengthen the preparation for disasters on or around the "day of disaster prevention and volunteering" (January 17) and the "period of disaster prevention and volunteering" (From January 15 to 21).

1) Number of groups implemented these events

a. Prefectures: All the 47 prefectures

b. Municipalities: 1,097 groups under the 47 prefectures

2) Contents of the events

a. Prefectures:

・During the 'period of disaster prevention and volunteering'h: Total of 174 events were implemented.

・Other than the "period of disaster prevention and volunteering": Total of 83 events were implemented.

b. Municipalities:

・During the "period of disaster prevention and volunteering' :Total of 1,578 events were implemented.

・Other than the "period of disasterpreventionandvolunteering": Total of 1,951 events were implemented.

(2)How the Ministry of Home Affairs and the Fire Defense Agency handle these events During January of 1996, after one year from the Hanshin-Awaji Great Earthquake, various events to increase the consciousness on disaster prevention were implemented in the "week of disaster prevention and volunteering" (from Janunry 15 so 21).

1） Exhibition of disaster prevention photographs (by the Ministry of Home Affairs and the Fire Defense Agency)

Theme: "Due year after the Great Hanshin-Awaji Earthquake Disaster" - Let's think about the disaster prevention-

・Dates the event was held: From January 16 (Tuesday) to 19 (Friday). 1996

・Place the event was held: JT building, 1ot floor

・Contents of the exhibition: Photographs showing the disaster states and the life saving activities in the earthquake stricken areas of the Hanshin-Awaji Great Earthquake Disaster" and related materials

2) Symposium on the "earthquake and fire fighting"

Theme: "How the fire fighting activities should be conducted at the large-scale earthquakes"

・Date the event was held: January 16, 1996 (Tuesday)

・Place the event was held: Auditorium of Tokyo Metropolitan Fire Defense school

・Panelists: Disector of the fire fighting laboratory at the Fire Defense Ageocy and related managers, staffs responsible for alarm and disaster prevention at the Tokyo Metropolitan Fire Defense and the Kobe Municipal Fire Fighting Authority, and the head of fire fighting group at Hokudan-cho

3) Local disaster prevention summnit

Theme: "Risk management and disaster prevention measures of local governments'

・Date the event was held: January 19. 1996 (Friday)

・Place the event was held: Harborland Plaza of Kobe International Assembly Hall

・Panelists: Mr. Ito, the committee member of fire fighting council (also a news commentator of NHK),and the governors of Hyogo and shizuoka prefectures
