The Fire Defence Agency has taken various measures such as giving earthquake preparation advice to local governments and establishing earthquake preparation grants. These measures have been based on the 1971 Guidelines for the Promotion of Earthquake Preparations in Major Cities, the 1978 Large Scale Earthquake Preparations Act and the 1988 South Kanto Earthquake Emergency Countermeasures Manual. The Fire Defence Agency is promoting grant projects for earthquake preparations to local governments under the Earthquake Countermeasures Special Law enacted after the 1995 Great Hanshin-Awaji Earthquake.
2. History of Grant System
The Grant System for Earthquake Fire Defence Facilities was established in 1972 in order to ensure the efficient and smooth running of fire defense activities to extinguish post-earthquake fifes.
Prior to 1972, the grant system was based on the Commercial Facilities Strengthening and Promotion Act. However, Japan is geographically an earthquake-prone area. The damage from earthquakes is made worse by post-earthquake fires arising from the destruction of building, roads, and bridges.
