C. Improving the Disaster Prevention Radio Network
It is anticipated that it would be extremely difficult to use public telecommunication channels in such an emergency as a large-scale earthquake. Therefore the Disaster Prevention Radio Network has been set up and improved among the administrative organs concerned to enable quick and accurate gathering and communication of information related to disasters via National Government, prefectures, municipalities, and residents.
The Disaster Prevention Radio Network includes the Central Disaster Prevention Radio Network with which the central ministries are equipped by the National Land Agency, the Fire Disaster Prevention Radio Network which connects the Fire and Disaster Management Agency and Prefectures, and the Prefectural Government Disaster Radio Communication Network and Municipal Government Disaster Radio Communication Network which are operated by the prefectures or municipalities themselves. These disaster prevention radio networks could be used in the case of disaster.
D. Storing Emergency Materials
In order to protect the lives and health of residents, rice, dried bread, water, medical supplies etc., are stored mainly by local governments.
a. Foodstuffs
In the case of a disaster, information concerning government stocks of rice in the prefectures where the disaster occurred and neighboring prefectures would be obtained and a smooth supply of rice to the disaster area assured.
