(2)Construction and Management
The runways and other major facilities of Class I and Class II-A airports are built and managed by Ministry of Transport. Class II-B airports are built by MOT and managed by regional public bodies (i.e., prefectures or cities). Class III airports are built and managed by regional public bodies.
However the New Tokyo International Airport (Narita Airport) was built and is being managed by the New Tokyo International Airport Authority, and the Kansai International Airport (Kansai Airport) was built and managed by the Kansai International Airport Company.
The airports that are used jointly with the Self-Defense Force are built and managed by the self Defense Agency.
(3)Navigational Aids and CIQ Facilities
All navigational aids and CIQ facilities are built and managed by the national government for all classes of airports. In the case of Narita and Kansai airports, however, those facilities were built and managed by the builder and manager of the airports. Airport lighting for Class I and Class II-A facilities is provided and managed by the airport's builder and manager. In the case of Class II-B and Class III airports, it is provided and managed by the airport's manager.
(4)Airport Terminal Buildings
Airport terminal buildings are built and managed by private companies. Facilities for sup-plying aircraft fuel are also managed by private companies. In the case of Narita and Kansai airports, fuel facilities are providing by the airport's builder and manager.
(5)Cost
a. Class I Airport
Class I airport costs are borne in their entirety by the national government. However, in the case of Narita and Kansai airports, the builder and manager is responsible for supplying the needed funds.
b. Class II-A Airport
The cost of the basic facilities of Class II-A airports (runways, landing strips, taxiways, and aprons) is shared between the national government (75 percent) and local public bodies (25 percent). The cost of secondary facilities, such as sewage facilities, lighting facilities, parking lots, shore reinforcement, roads, and bridges, is borne in fully by the national government.
c. Class II-B Airport
The cost of the basic facilities is shared, as with Class II-A airports, and the national government provides up to 75 percent of the cost of secondary facilities.
d. Class III Airport
The national government bears 50 percent of the cost of the basic facilities and provides up to 50 percent of the cost of their secondary facilities.
