measures for the lapse of time may be provided within a time frame deemed reasonable for the enactment or alteration of such Cabinet Order or Ordinance of the Ministry of Transport.
CHAPTER 5. PENAL PROVISIONS
Article 68. When any member(s) of an aircraft crew operates an aircraft in violation of the provisions of Article 3 paragraph 2 (duty under designation of method of navigation), said crew member(s) shall be liable to a fine not exceeding 100,000 yen.
2. When any member(s) of an aircraft crew other than the pilot-in-command commits an unlawful act as described in the preceding paragraph, said pilot-in-command shall be liable to the penalty under the same paragraph, in addition to the said aircraft crew member mentioned above.
Article 69. Any officer or staff member of the Organization who has not made the report under the provisions of Article 60 paragraph 1 (report and inspection) or has made a false report shall be liable to a fine not exceeding 200,000 yen.
2. Any person who has refused, obstructed or evaded inspection under the provisions of Article 60 paragraph 1 shall be liable to a fine not exceeding 200,000 yen.
Article 70. When any officer of the Organization has committed any unlawful act which comes under any of the following subparagraphs, such officer shall be liable to a fine not exceeding 100,000 yen:
(1)When any officer has not obtained approval or recognition that should be obtained from the Minister of Transport under the provisions of Chapter 3 (Organization for Environmental Improvement Around Airport);
(2)When any officer has neglected to register in violation of a Cabinet Order under the provisions of Article 23 paragraph 1 (Registration);
(3)When any officer has conducted any business other than the business under the provisions of Article 44 paragraphs 1 and 2 (business to be carried out by Organization).
Article 71. Any person who has violated the provisions of Article 22 paragraph 2 (restriction on use of title) shall be liable to a fine not exceeding 50,000 yen.
