4-5. LAW CONCERNING PREVENTION OF DISTURBANCE FROM AIRCRAFT NOISE, ETC., AROUND PUBLIC AERODROMES
CHAPTER 1. - GENERAL PROVISIONS
(Purpose)
Article 1. The purpose of this Law is to contribute to the stability of life and the improvement in the welfare for the inhabitants concerned, by the prevention of disturbance from aircraft noise, and by providing compensation for loss caused by the frequent takeoffs and landings of aircraft, and other necessary measures around aerodromes.
(Definition)
Article 2. Under this Law, the term “designated aerodrome” means any public aerodrome provided by the Minister of Transport, which upon recognition that the disturbance from the frequent takeoffs and landings of aircraft at said aerodrome may be extraordinary, may be so designated by a Cabinet Order, and also includes the New Tokyo International Airport.
CHAPTER 2.- PREVENTION, ETC., OF DISTURBANCE FROM AIRCRAFT NOISE
(Designation for Method of Navigation)
Article 3. The Minister of Transport may, when he deems it necessary for preventing or decreasing the disturbance from aircraft noise around any public aerodrome, designate flight paths or schedules for aircraft which may takeoff and land at that aerodrome, or methods of navigation of aircraft at said aerodrome and its vicinity, within limits in which the safety of air traffic will not be endangered.
2. Any aircraft shall, when any designation has been established under the provisions of the preceding paragraph, be subject to said designation, excluding the case where doing so would endanger the safety of air navigation, and other cases which may be provided in Ordinances of the Ministry of Transport.
(Responsibility of Provider and User of Specified Aerodromes)
Article 4. Both the provider of any specified aerodrome and the user of any specified aerodrome for takeoff and landing of aircraft shall endeavour for the prevention, etc. of disturbance arising from aircraft noise around the specified aerodrome, by adopting measures in accordance with the provisions of the Law, and carry out the maintenance, etc. of the facilities necessary for the prevention of disturbance from aircraft noise in the case of the former, and by effecting improvements in the methods of navigation of aircraft and cost sharing, etc. of
