4-4. AIRPORT REGULATIONS

 

(Purpose)
Article 1. The purpose of these regulations is to stipulate matters relating to the management of the facilities and the management of a concession at a public airport established and operated by the Minister of Transport, as well as other related matters deemed necessary to ensure the efficient operation and maintenance of order of the said airport.

 

(Restriction or Prohibition of Entry)
Article 2. The Airport Administrator may, when he deems it necessary to reduce congestion, or for other administrative reasons, restrict or prohibit entry to a public airport established and operated by the Minister of Transport (hereinafter referred to as “Airport”).

 

(Group Entry)
Article 3. In the event that more than twenty (20) persons (or such number of persons exceeding the same as may be specified by the Airport Administrator, in consideration of the activities of the airport), excluding aircraft crew members, passengers and airport workers, intend to enter the airport on a group basis, the person representing the group shall report such to the Airport Administrator.

 

2. The Airport Administrator shall, when he has specified a number exceeding twenty (20) in accordance with the provisions of the preceding paragraph, report to the Minister of Transport through the Director of the Regional Civil Aviation Bureau, and shall, at the same time, notify the public by posting a sign containing information to that effect in a prominent place where it is visually accessible to all.

 

(Pre-notification of Congestion)
Article 4. A carrier shall, when a significant degree of congestion is foreseeable due to people who may gather at the airport for the purpose of welcoming, sending off or extending good wishes at the time of the departure or arrival of the carrier's flight, report this to the Airport Administrator concerned, at least twenty-four (24) hours prior to the estimated time of departure or arrival of such flight.

 

(Restricted Areas)
Article 5. No person shall trespass Onto runways and other aircraft maneuvering areas, taxiways, or aprons, or enter the control tower, hangars or any other restricted areas posted as being closed to the public by the Airport Administrator, except the following:
(1)Such persons as may be permitted entry by the Airport Administrator;
