(Application for Second Class Airport Administration)
Article 1. Any regional administrative organization intending to apply under the provisions of Article 4, paragraph 2 of the Airport Development Law (1956, Law No. 80, hereinafter referred to as “the Law”) shall submit an application for second class airport administration to the Minister of Transport describing the following items:
(3)Whether the administration of the airport concerned is to be performed by the regional administrative organization established (hereinafter referred to as a "partial clerical work association") as provided for under Article 284, paragraph 1 of the Local Self-Governing Law (1947, Law No. 67).
(4)Any plan concerning airport facility disposition, establishment, reform, or any other administration plan for the airport concerned.
(5)Airport administration expenses and their disbursement.
2. The application specified in the preceding paragraph shall be accompanied by the following documents:
(1)Any minutes and documents recording resolutions made by the assembly of the regional administrative organization with regards to the application submitted;
(2)Any agreement prescribed under Article 284, paragraph 1 of the Local Self-Governing Law when the regional administrative organization proposing administration of the airport concerned is a partial clerical work association;
(3)Any agreement prescribed under Article 252-(2), paragraph 1 when the regional administrative organization proposing to manage/operate the airport concerned is to establish a council prescribed under Article 252-(2) of the Local Self-Governing Law;
(4)Accounting reports for the last two years of the regional administrative organization and a copy of the current budget relating to the application concerned.
(Report of Establishment or Administration of a Third Class Airport)
Article 2. Any regional administrative organization which is designated to establish and operate a third class airport through consultations under Article 5, paragraph 1 of the Law shall promptly report to the Minister of Transport with the following documents:
(1)Any copies of the conferment report on the conference concerned;
(2)Any documents recording resolutions on the conferences concerned at the assemblies of the regional administrative organizations concerned;
