3. When he deems an application under paragraph 1 to be in order the Minister of Transport reissues a competence certificate or an aviation medical certificate, or a student pilot permit.
(Return of Competence Certificate, etc.)
Article 72. Any person who holds or has custody of a competence certificate, an aviation medical certificate or a student pilot permit as listed in the following each subparagraph, shall return these said documents together with the documents describing the reason therefore within ten days to the Minister of Transport.
(1)When a competence certification has been revoked in accordance with the provisions of Article 30 paragraph 1 of the Law (including the case applied accordingly to Article 35 paragraph 5) or a permission under Article 35 paragraph 1 subparagraph (1) of the Law has been revoked, the said competence certificate (in the case of any person who holds qualification for aircrew, a competence certificate and an aviation medical certificate. The same shall apply in subparagraph (4)or a student pilot permit;
(2)When any person has been issued a competence certificate for a senior qualification of the same category, a certificate for qualification he holds at present;
(3)When any person has found his certificate or permit which was previously reported lost after having been reissued another in accordance with the provisions of the preceding Article, one which he has found;
(4)When any airman or student pilot has died or declared as a missing person, the competence certificate or student pilot permit.
(Competence Certificate in Foreign Languages)
Article 73. Any airman who makes a flight under any subparagraph of Article 126 paragraph 1 of the Law shall, when he will obtain a competence certificate stated in English, French or Spanish in addition to the competence certificate under Article 52, submit an application to the Minister of Transport together with his competence certificate which he actually holds, accompanied by his photograph.
2. A fee for issuance in accordance with the provision of the preceding paragraph is the same amount as that in the case of reissuance of a competence certificate in accordance with the provisions of Article 71.
Article 74. The Minister of Transport issues a public notification regarding invalidity of a competence certificate, an aviation medical certificate or a student pilot permit, when a report of loss has been submitted under Article 238, when an application for reissuance under Article 71 has been submitted (this shall only apply in the case of loss) or when they have not been returned in the case that they are required to be returned in accordance with the provisions of Article 72 (except subparagraph(3)).
