to further instructions from the Minister of Transport. However, the same shall not apply where it is flown in accordance with the procedures as may be specified in Ordinances of the Ministry of Transport in the case of a radio failure.

 

4. Any aircraft for which an approved flight plan has been obtained or has reported a flight plan in accordance with the provisions of Paragraph 1 or 2 shall, while it is flying in an air traffic control area or an air traffic control zone, listen to the air traffic control clearance instructions of the Minister of Transport as may be specified in Ordinances of the Ministry of Transport, and report to the Minister of Transport the aircraft position, flight conditions and other matters as may be specified in Ordinances of the Ministry of Transport.

 

(Report of Arrival)
Article 98. The pilot-in-command of aircraft, for which an approved flight plan has been obtained or has reported a flight plan in accordance with the provision of the preceding article, shall, when the aircraft has completed the flight described in the flight plan, report that effect to the Minister of Transport without delay.

 

(Provision of Information)
Article 99. The Minister of Transport shall provide necessary information as may be specified in Ordinances of the Ministry of Transport to aircrew for the navigation of aircraft.

 

(Actions likely to affect Flight)
Article 99-2. No person shall launch rockets or perform any action (except installation of objects and planting of trees) which, as may be specified in Ordinances of the Ministry of Transport, may affect the flights of aircraft in an air traffic control zone, in an altitude change prohibited airspace or in a positive control airspace of an air traffic control area. However, the same shall not apply when the Minister of Transport has recognised that the said action poses no danger to the flight of aircraft or that the said action is necessary, transitory and in the public's interest.

 

2. Any person who intends to perform actions which have no possibility of affecting the flights of aircraft (except the installation of objects and the planting of trees) in an airspace other than the one specified in the preceding paragraph as may be specified in Ordinances of the Ministry of Transport, shall make a prior report to that effect to the Minister of Transport, as may be specified in Ordinances of the Ministry of Transport.
