specified in Ordinances of the Ministry of Transport) shall, when on business, comply with all instructions given by the Minister of Transport for the safety of air traffic at the aerodrome.

 

3. Any aircraft shall, when flying as specified hereunder, engage in those flights after having communicated with the Minister of Transport as may be specified in Ordinances of the Ministry of Transport in order to receive instructions of the Minister of Transport as specified in Paragraph 1:
(1)Taking-off from an aerodrome for which an air traffic control zone is established, and a climbing ascent in the said control zone after take-off,
(2)Landing at an aerodrome for which an air traffic control zone is established, and the descending flight in the said air traffic control zone for the landing;
(3)Flights in an air traffic control zone other than those specified in the preceding two paragraphs;
(4)Flights under instrument flight rules in the airspace as designated in the Notification by the Minister of Transport (hereunder called "approach control area") from an air traffic control area for climbing ascent following the flight specified in Paragraph I or descending flight preceding the flight specified in Paragraph 2;
(5)Any flight under instrument flight rules in an air traffic control area other than those specified in the preceding paragraph;
(6)Any flight not under instrument flight rules provided for by the proviso of Article 94-2, paragraph 1 in a positive control airspace within an air traffic control area.

 

(Flight Plan and Approval thereof)
Article 97. An aircraft shall, when departing from an aerodrome as may be designated by the Minister of Transport under Article 2 paragraph 12, or engaged in a flight within an air traffic control area or an air traffic control zone under instrument flight rules, report its flight plan to the Minister of Transport as may be specified in Ordinances of the Ministry of Transport and obtain the approval from the Minister of Transport. The same shall apply to any intended changes to the approved flight plan.

 

2. Any aircraft shall, when engaged in a flight (except the case as may be specified in Ordinances of the Ministry of Transport), except the case under the preceding paragraph, report its flight plan to the Minister of Transport as may be specified in Ordinances of the Ministry of Transport.

 

3. Any aircraft for which an approved flight plan has been obtained or has reported a flight plan in accordance with the provisions of Paragraph 1 or the preceding paragraph, shall be flown in accordance with the flight plan in addition
