(Equipment of Aircraft used for Air Transport Service)
Article 61-(2). No aircraft used for air transport service shall be engaged in a flight, unless equipped with radio telecommunication equipment (except when equipped in accordance with the provisions of the preceding Article), devices for utilising instrument landing system and radar to detect cloud conditions, as may be specified in Ordinances of the Ministry of Transport.

 

2. No aircraft used for air transport service shall be used for air navigation, unless equipped with an activated flight recorder and other devices required to record operating conditions of the aircraft. However, the same shall not apply under an approval from the Minister of Transport.

 

3. Any person who manages an air transport service shall preserve a record of the information obtained from devices mentioned in the preceding paragraph as may be specified in Ordinances of the Ministry of Transport.

 

(Emergency Equipment)
Article 62. No aircraft as specified in Ordinances of the Ministry of Transport shall be used for air navigation unless it is equipped with parachutes, life jackets, emergency signal lights and other emergency equipment.

 

(Aircraft Fuel)
Article 63. No aircraft shall, when it is used for air transport service or for an instrument flight, do so unless it carries a quantity of fuel as may be specified in Ordinances of the Ministry of Transport.

 

(Aircraft Lights)
Article 64. Any aircraft shall, when operating at night (between sunset and sunrise; hereinafter the same) or parking on aerodrome used for night flights, be marked with lights in accordance with the provisions of Ordinances of the Ministry of Transport. However, the provisions of the Law relating to the prevention of Maritime Collision (Law No. 151, of 1953) shall apply to aircraft operating or parking on water.

 

(Manning of Aircraft)
Article 65. Any aircraft shall be manned by an airman who can pilot it in accordance with the provisions of article 28 (Privileges).

 

2. Any aircraft which is indicated in the “Aircraft” column of the following table shall be manned by an airman, in addition to personnel required under the
