3. The Minister of Transport shall, when there have been any modifications to the items notified under the preceding paragraph with regard to the facilities as designated under paragraph 1, notify the items related to the said modifications, without any delay.

4. The Minister of Transport shall notify, without any delay, any cancellation of the designation under paragraph 1.

5. The Minister of Transport shall consult with the Director General of the Defence Agency, in establishing such a designation under paragraph 1, or in canceling the designation under the preceding paragraph.

6. The Director General of the Defence Agency shall open the facilities concerned to the public use, in the case of designation under paragraph 1. But this shall not apply if there are unavoidable reasons.

7. The Director General of the Defense Agency shall not discriminate in favour of any particular users concerning conditions of use of the facilities following the designation under paragraph 1.
