15. Under this Law, the term “instrument flight rules” means a method of flight as listed below:
(1) A method of flight in which any takeoff and climb or descent and landing at any aerodrome as specified by the Minister of Transport under paragraph 12 is performed in compliance with the routes specified by him, or instructed by him under the provisions of Article 96 paragraph 1, and any flight other than above which is performed in compliance with the instructions given by him.
(2) A method of flight in which any flight in the air traffic control area other than those prescribed under the preceding subparagraph (1) is always performed in compliance with the instructions given by the Minister of Transport relating to routes and other methods of flight under the under the provisions of Article 96 paragraph 1.

 

16. Under this Law, the term “air transport service” means any business using aircraft to transport passengers or cargo for remuneration upon demand.

 

17. Under this Law, the term “scheduled air transport service” means any air transport service operating between one point and another on a scheduled date and time along a specified route.

 

18. Under this Law, the term “non-scheduled air transport service” means an air service other than a scheduled air transport service.

 

19. Under this Law, the term “aerial work” means any business using aircraft other than for the transport of passengers or cargo, remuneration upon demand
