At the same time, the full implementation of the goals enshrined in the Program me of Action adopted at the 1994 International Conference on Population and De velopment (ICPD) would lead to both the early stabilization of population -- th rough the provision of basic social services, including basic education and rep roductive health care -- and the improved quality of life for women and men eve rywhere.
