Annual Report on Situation of Maintenance and Control of OSPAR Project Equipment and Information Network System

 

1 Oil Spill Combating Equipment

 

In the First OSPAR Management Committee Meeting held at Bangkok in February 1995, Brunei Darussalam reported the amount of financial contribution received under the OSPAR Project. With that amount, Brunei Darussalam only managed to purchase 1400m of Ro-Boom 1500 Bay and 2 units of power packs. Currently, these equipment are stored in the Services Building of the Marine Department at Muara Port.

 

As the amount of equipment is small, the maintenance carried out by the National Oil Spill Response Unit is minimal. The power packs are checked and run every month and are in good working condition. The oil booms are visually checked every three months and deployed every six months.

 

On the last deployment exercise, during the retrieving of the booms, the chains had caught between the rocks. This was due to the breakdown of one of the vessel and caused the boom to drift towards the banks. The chains were managed to be freed but this had caused the chains to break-off from the skirt of the booms. The width of the damaged skirt was between 5cm to 10cm and the damaged length was about 5Om. Repairs were carried out with the assistance of the supplier and completed on 23 May 1996. 10cm × 5Om of the bottom end of the skirt was cut off and new holes were made to attach the chains. The repaired boom was tested and found to be in good condition.

 

2 Information Network System

 

The system was installed at the National Oil Spill Response Centre at the Marine Department Headquarters, Muara. The only set back is the availability of the printer toner locally as the model of the printer is not widely used in the country. Replacement for the toner needed to be ordered from Singapore.
